Bruce Alan Lillegard, 2024
Bruce Alan Lillegard was born in Emmetsburg, Iowa on November 6, 1955. He graduated from Morrow High School in Morrow, Georgia 1974 and then attended the University of Georgia in Athens, Georgia where he graduated with a B.S. in Geography in 1978. In 1979, he attended the Georgia Institute of Technology as a special graduate student.
In 1980, Bruce took a position with the Defense Mapping Agency (DMA) in Brookmont, Maryland. As the Agency evolved into the National Imagery and Mapping Agency (NIMA) and then the National Geospatial-Intelligence Agency (NGA), Bruce held numerous positions in acquisition, system’s engineering, and operations, which included: project lead, program manager, and chief engineer on several large development programs. In addition to internal NGA programs, Bruce served as the Deputy Director/Acting Director of a Joint Agency Office responsible for the oversight of a large Joint Agency program. During his career, he also served in numerous operational positions, including as the Senior Customer Liaison to the Office of the Secretary Defense (OSD) at the Pentagon. He retired from NGA in 2011 after 31 years of federal service as a Senior Supervisory Systems Engineer, and Chief Engineer for a major part of the NGA Information Technology architecture and the largest development program at NGA. During his career he received numerous awards, including several Meritorious Unit Citation Awards and Special Acts. In 2013 Bruce took a position as a Program Manager/Systems Engineer with Compass, Inc., in Herndon, Virginia. In addition, he sat on the Technology and Communications Commission for the Town of Leesburg where he advised the Town Council on the efficient, economical and productive use of technology and telecommunications for the Town’s residents, businesses and visitors.
While employed by the federal government, Bruce earned three masters degrees: a M.E. in Civil Engineering (Geodetic Engineering) in 1979 from Virginia Tech, a M.S. in National Resource Strategy from the Industrial College of the Armed Forces in 2004, and a M.S. in Systems Engineering from George Washington University in 2005. He is also a graduate of the Department of the Defense Senior Executive Leadership Course in 1996, the National Security Management Course in 2000, and the Senior Acquisition 401 Course in 2005, as well as many other management and technical courses.
In 2019, Bruce took a position in the Civil and Environmental Engineering Department of the Virginia Military Institute where he taught Project Management and Surveying until December 2021.
Bruce was raised to a Master Mason on in Herndon Lodge #264 in Herndon, VA on April 7, 2012. He currently holds memberships in Mountain City Lodge No. 67, Ashburn-Sterling Lodge #288, Rockbridge Royal Arch Chapter No. 44, Potomac Royal Arch Chapter No. 88, Moomaw Commandery No. 27, and Piedmont Commandery No. 26. He also became a member of the Kapha Alpha Order (Beta Commission) in 2022.
Bruce lives in Raphine, Virginia with his life-partner, Ms. Donna Hand. He has two children and two grandchildren that live in Colorado and two step-grandchildren that live in Tampa, Florida.
